The Public Dental Health Care in Rogaland

Tannhelse Rogaland FKF offers free dental health care to prioritised groups.

The public dental health care gives right to necessary dental treatment.
The treatment must be sober and prudent.

The prioritised groups include

  1. Children and youth from birth until the year they turn 18 years old.
  2. Individuals with intellectual disabilities, both in and outside institutions.
  3. Groups of elderly, long-term ill, and disabled individuals in institutions and receiving home nursing care.
  4. Young adults from the year they turn 19 until the year they turn 24.
  5. Individuals with substance abuse disorders who receive any of the following services:
    • Personal assistance
    • Respite care for caregivers
    • Medication-assisted rehabilitation
  6. Inmates in prisons under the Norwegian Correctional Services.
  7. Other groups prioritized by the county municipality, including:
    • Individuals with mental health disorders receiving outpatient treatment in specialized healthcare services.
    • Individuals receiving care from family caregivers.

In addition, individuals turning 25 to 28 years old in the treatment year are eligible for subsidized dental services.

Residency Requirement for Young Adults with Temporary Residence Permits

As of July 1, 2024, young adults aged 19 to 28 with a temporary residence permit in Norway must have lived in the country for five years to qualify for necessary dental care under the Public Dental Health Service. Young adults who do not meet the residency requirement are responsible for covering their own dental care costs. They may seek treatment from private providers or the Public Dental Health Service under § 1-3, second paragraph.

The five-year residency requirement does not apply to individuals covered by a reciprocity agreement between Norway and another state, such as EU/EØS citizens.
